Members are asked to agree a date for an October Litter pick in the village

6.3 London to Brighton Cycle Race - Concerns over litter and signage left in village

The London to Brighton Cycle race came through the village in June this year, sadly the organisers did not provide a suitable clear up and since then reports have been made by members of the public, local cllrs and the Parish Clerk highlighting the litter and road signage left by BHF and race organisers left around the village. Surrey County Council and BHF have been repeatedly emailed and at date of agenda writing the litter and signage is still in place.

Members are asked to consider any next steps and to consider if they want to request this race does not go through the village in the future without some confirmation the same thing wont happen next year.

To ratify the representation the Parish Council drafted as a response to the Local plan consultation.

Tandridge Local Plan – Outwood Parish Council comments

OPC are aware of the need for more housing within Tandridge and are in general supportive of the local plan. Although the plan does not directly impact land within Outwood itself, the proposed developments in surrounding areas may indirectly affect communities:

Tone Site, Green Lane Outwood

This is existing developed land currently used as employment space, and it is proposed that this site continues as such. The current users do provide employment within the local area and tend to use the main A23 corridor as their preferred road network. However consideration should be given for this land to be used for housing. The land is already developed with little flooding or environmental impact other than HGV vehicles moving to and from the site regularly. A change to housing would reduce impact on otherwise green belt land and the site not too excessive to impact on local infrastructure.

Burstow (various developments)

OPC are aware of the planning permission on land situated in Chapel Road which includes a new school and other infrastructure. However should all developments within Burstow go ahead it is vital that this infrastructure is in place at the earliest opportunity to reduce impact to local communities. It was noted that Plough Road provides a suitable road network however Redehall Road has significant parking and congestion at this current time.

Green Belt considerations

It was agreed that with the Tandridge area being 94% green belt land, it was necessary to encroach on some areas of green belt in order to meet housing needs. One option would be to review existing farmland which is currently not utilised to its potential and affecting wasteland. It was felt that all alternatives options should be fully exhausted before any development of green belt takes place i.e. all brown or grey sites.

Redhill Aerodrome

OPC strongly oppose the proposed development of this area. The site is surrounded by country lanes and runs close to the M25 motorway. As such the current road network would not cope with vehicles associated with up to 2,250 houses. The local area is limited infrastructure in regards to schools, shops and medical facilities. Again, should plans be approved it is vital that this infrastructure is put in place immediately at the time of construction in order to of service to the new community. The development poses a high risk of increased flooding in the area around Moats Lane. The area is currently subject to flooding and any building may pose a higher risk. A flooding reduction plan could include a nature reserve similar to Watercolour Park in Redhill to reduce any negative impact.
