Cllr Layland Read out an email from the applicant, File No: 22/01505/MMA

At detailed building drawing stage a few improvements have come to light, that will both improve the appearance of the terrace of houses, as well as the space and natural light for the future occupants. First change is to render the ground floor elevations in the same colour as the render on the adjacent Croft Hall flats. Second change is to the design of the taller 3 bed properties that now have a continual elevation at the 2nd storey level along the southern elevation. This replaces the currently consented dormer profile for the 3 bed units. This improved design is now in keeping with the style of the mansard elevations on the adjacent Croft Hall flats which are part of the same overall development, making the 2 elements of the development harmonious. Third change is to replace the windows in the upper floor bedrooms facing south with Juliette Balconies to provide more natural light to the bedrooms and be visually more appealing, the southerly view does not overlook any neighbours, just the school approach road. Fourthly a door is going to be added to the front elevation of unit 1 to keep a uniform appearance to the terrace and is necessary for Building Regulations to provide an enclosed route for Fire Escape. Finally the bay windows at the rear of the terrace were suspended, by having these now starting from the ground level will have very little effect on visual appearance, but will provide space to put the kitchen sink.

Recommendation: Members supported this application and made no comments

Recommendation: Members strongly object to this application on the grounds that that flooding is a concern; generic flood risk assessments do not apply to Edenbridge, which is prone to flooding:

  • The field is a water meadow in winter and supports wildlife and plants not just in winter but all year round.
  • Two footpaths run along the flood bunds and any water displaced by any building would flood the footpaths.
  • The development is in greenbelt, on the rural fringe of Edenbridge
  • An Article 4 notice was served in May 2020.
  • There appears to be no vehicle access to the site.

Members questioned whether this is an appropriate site for the intended use of buildings, as no protection from the river is shown in the application.

Recommendation: Members objected to this application.

Members maintain that the proposal will cause intrusion in the Greenbelt and would have an impact on the aesthetics of the ancient woodland. This is in breach of The National Planning Policy Framework (NPPF) (paragraph 175c1).

Members agreed to consider the application at the next Planning Committee Meeting as major application.
