Community Safety Camera Project

The Horne Residents Association seeks funding of £2,000 of which we would request £1000 from Horne Parish Council to purchase and deploy portable security cameras in locations throughout the parish where  fly-tipping, criminal damage, un-authorised incursions, theft and other community safety concerns have been reported. The proposed system will provide a flexible and cost-effective alternative to fixed CCTV installations by allowing cameras to be relocated as issues arise.

Community Need

As a rural parish, Horne has several locations that are difficult to monitor due to their remoteness, lack of mains power and absence of fixed internet connectivity. Portable CCTV equipment would allow rapid deployment to emerging hotspots and provide an effective visual deterrent while supporting evidence gathering.

Proposed Solution

The Association proposes purchasing four portable solar-powered Reolink Go PT Plus 4G LTE cameras or equivalent. Features include remote mobile phone monitoring, SD card recording, motion alerts, night vision, solar charging, weatherproof construction and remote pan-and-tilt functionality.

Additional Connectivity Option

A Starlink Mini system would provide internet connectivity in areas where mobile signal is unavailable, allowing cameras to be monitored remotely from virtually any location.

Budget

Reolink Cameras (4): £720; SD Cards: £80; Mounting Equipment: £200; SIM/Data Year 1: £400; Starlink Mini & Setup: £400; Contingency: £200. Total Grant Request: £2,000.

Expected Benefits

Reduced un-authorised GRT Incursions, deterrence of fly-tipping and vandalism, improved evidence gathering, increased resident reassurance and flexible deployment across the parish.

Conclusion

The Horne Residents Association respectfully requests £1,000 to implement this practical and cost-effective community safety initiative.

To agree delegated powers for July/August until September meeting.
