A declaration has been granted to all members to enable them to discuss matters relating to Land and Buildings the Council owns and Council facilities
CIL interest: The Finance Committee recently considered the allocation of CIL interest. The CIL interest is currently recorded under the CIL budget and not as part of Council budget. The advice previously received from SDC was that any interest from CIL monies could be paid to the Council to help towards its administration costs. However, SDC has since said: it would appear that there is no reference in the CIL Legislation in regard to interest accrued and how it should be spent for Parish and Town Councils… whilst there appears to be no specific controls, we would ask that any CIL money and interest be spent on Infrastructure or on something which supports development in an area as that is what the money is meant for and it would ensure that it would continue to be used for something that would benefit the community.

The End-of-year return to SDC was submitted 18 November. A copy is also published on the Twon Council’s website here.
The Recreation Ground Pavilion Windows: At the Council November meeting it was resolved to proceed with replacement aluminium framed windows and doors with shutters for the Recreation Ground Pavilion; and for this project to be considered for 2022. A request to the CIL board for its February meeting was requested. At this present time we still have not received quotes to prepare the public tender specification or the CIL bid. The original estimate was in the region of £70k. A Bid will be made to the CIL Board once details on costs can be confirmed.

Balance of Allocated awards: £426,670.00. Update on each:
The offer of a £10k contribution towards replacing the all-weather pitch at the leisure centre was valid until 31 December 2021. This Bid award has now expired, and the funds returned to the allocated funds.
This offer is time limited to four years, up to January 2023. The Medical Centre Trust hope to complete the tender phase this and have the building work underway in 2021.
This is a further £100,000 towards the building costs to provide the Edenbridge Memorial Health and Wellbeing Centre. Payment will be made once the foundations have been completed and upon receipt of an invoice towards the build costs.
The new tourism site was launched May 2021; cost £2,030. The next phase is the walks app and reproducing the walks leaflets
It was decided against proceeding during the season last year and is now looking sometime this year (2022).
The project went out to tender 23 August, closed 18 October. There were 8 tenders received. The Open Spaces Committee confirmed the successful tender December 2021. The contract has been signed and the project is scheduled to start May 2022.
Open Spaces Committee has overseen the details for this. The work has been commissioned for the improvements and additional ramps and work is expected by spring 2022.
The Open Spaces Committee had been overseeing this project, and at it February meeting agreed the go-ahead for the work following residents’ consultations. This now needs to be schedules by Kent Highways, Streetlights and UK Power.
The Open Spaces Committee had been overseeing this project, and at it February meeting has asked Kent Highways to consider an alternative location and route. Issues have included available space currently is not sufficient to meet highways regulations and does not meet the Accessibility requirements under the Equalities Act 2010, and land ownership.
The Town Council is registered for the Kent Smarter Travel Scheme. Site visits by the engineer took place in September. However, we are still waiting to receive the quote for the installation works from the supplier. In addition to this delay, KCC has had a large demand for chargers through this project and experienced some challenges with its funding and are actively seeking more to support the roll out. However, KCC has said that it is working hard to make progress and will endeavour to keep us informed.
