Summary:

Apologies for absence were received, noted, and accepted from Cllr Gemmell Smith. Cllr Mc Gregor, Cllr Jennings, and Cllr Todd. Apologies for a late arrival were received and accepted from Cllr McArthur.

Resolved: the minutes of the Planning Committee held on 20 February 2023 be duly signed by the Committee Chairman as a true and accurate record of the meeting

Members commented that this amended application does not change the insufficient provision for parking and wish to repeat their previous comments on the original application and add that they do not support the application regardless of the style of windows

Members commented that the comments made on the refusal still apply as below:

‘The first-floor front facing windows of the new dwellings, as well as the first-floor balcony on the western side, would offer clear lines of sight into the rear gardens of Doggettes Cottages and would harmfully compromise the privacy of these existing dwellings, principally 1-7 Lingfield Road. The proposal is not considered to safeguard the privacy of the existing neighbouring dwellings located to the front of the site and would be considered to create an unacceptable overlooking relationship with these neighbouring properties, contrary to local policy EN2 of the Sevenoaks Allocations and Development Management Plan’.

· ‘Insufficient details have been provided to demonstrate that the proposal will not have adverse impacts upon flooding within this Zone 2 flood area, both in terms of impact on the proposed building upon the flood plain and the risk to future occupants of the proposed building. As such the proposal is contrary to the National Planning Policy Framework’.

Recommendation: Members supported this application.
