Apologies for absence were received, noted and accepted from Cllrs Damodaran, McArthur, Read and Todd.
Cllr Compton declared an interest in item 5 – 1 st Edenbridge Scouts Group; she would leave the meeting for that item and not vote. Cllr Layland declared an interested in item 5 as a trustee of the Eden Valley Museum and the Edenbridge Volunteer Drivers. The Town Clerk advised that Cllr Layland could not vote on either of the two grants as he had a personal and pecuniary interest under appendix B of the Code of Conduct, and therefore would conflict with the decision making - An interest which relates to or is likely to affect: (i) any body of which the member is in a position of general control or management and to which he/she is appointed or nominated by the Council. Cllr Layland questioned this and said that the Code did not reference pecuniary interests, but agreed to abstain from the voting. However, the Clerk was asked to seek further clarification after the meeting.
Resolved: that the minutes of the Grants Committee meeting held on 23 November 2020 be duly signed by the Chairman as a true and accurate record of the meeting; pages 9349-9340.
Members noted that of a grants budget of £7,880; remaining for 2021 there was £6,380. They considered the applications and if ‘in principle’ they supported, before they considered the award amounts, (with the exception of the Scouts)
8.16 pm Cllr Compton left the meeting
Members discussed the 1 st Edenbridge Scouts application. It was agreed to award £1,500 subject to the award amounts for the other applications, yet to be considered further. 8.16 pm
Cllr Compton re-joined the meeting
Resolved: Not to award grants to Eden Valley Chamber of Commerce; Edenbridge Evening WI; Friends of Hever School.
Resolved: the following awards: 1st Edenbridge Scout Group - £1,500 Eden Valley Museum - £790. A condition was put on the award to request details on what the computer equipment the grant would actually be spent on, and a copy of the invoice before payment would be made. To be approved by the Clerk. Edenbridge & Westerham CAB - £2,000 Edenbridge Cricket Club - £790 Edenbridge Repair Café - £300 Edenbridge Voluntary Transport Service - £1,000
The total grants awarded was £6,380. Edenbridge Christmas Association had been awarded £1,500 by Council (October meeting). Total grants awarded £7,880.
To announce the grants awarded, once the organisations had been informed.
