Recommendation: Members strongly object to this application and repeat their previous comments.

1) The proposal of the application is overbearing and not compatible with the local area. This is in breach of the policies set out in EN1 

2) It is also in breach of policy EN2 - overlooking and visual intrusion to neighbouring properties and if built it would result in an unacceptable loss of privacy to occupiers of nearby properties; as well as additional activity to the area

3) The application does not fit with the Character Area Assessment (March 2021) which refers to:
- New development must exhibit high quality design and respond to the distinctive local character and the harmonious palette of brick, render and clay tile hanging.
- Hedge boundaries, together with mature trees which contribute to the character of the area, should be retained or reinstated

4) The design is out of keeping and character with the area

5) Highways visibility and splay issues – the proposed driveway will be have inadequate visibility for vehicles joining Swan Lane, contrary to the requirements of Kent Highways

6) Drainage issues - the site is not suitable for further development and will add to existing drainage problems. 
The site is on relatively impervious marl clay and standing water is frequently present in the lower parts of gardens during wet winters and detailed SuDS proposals in line with NPPF 163© and SP(2) are needed.

7) The drawings provided are inaccurate and misleading dimensions and measurements.

8) The biodiversity report lacks details of ecology and any enhancement; and believe is in breach of policy SP11.
