Have a small or low-resolution logo? We'll convert it to a print-ready version suitable for your papers. Logo design from scratch is not included.

Yes. CouncilPapers is one product with one feature set. Your price is determined solely by your precept (annual budget). All councils get the same software, the same document management features, the same PDF generation, and the same WordPress plugin. Add-ons are available on every tier. There are no per-user fees, or additional module costs.

We price based on your annual precept (the amount your council raises through council tax) because it's fair, transparent, and reflects your council's size and resources. CouncilPapers fees are charged as a percentage of the Council's two most recent published precepts, with a minimum annual fee of £500.

Yes. English parish and town councils qualify for VAT exemption under Section 33 of the VAT Act 1994 and can reclaim VAT on services. All prices shown exclude VAT — your invoice will include VAT, which you can reclaim in full.

Your pricing tier is fixed at contract commencement and remains stable throughout your annual subscription. When you renew, we'll recalculate your tier based on the most recently published precept.

The 45-day trial gives your council full platform access with all features. Access expires after 45 days. No commitment required. This gives your clerk time to test everything and prepare a business case for full council approval.

Yes. Councils usually need full council approval before buying, so the 45-day trial gives your clerk time to test the full product and put a proposal to councillors. The fee calculator on this page gives you the cost immediately, and once you have started a trial, you can review the full Data Processing Agreement and subscription agreement, along with security information and terms of use online. Once you are ready to convert to a subscription, you sign up electronically, and we issue an invoice addressed to the council. If your meeting calendar means approval may take longer than 45 days, or you need anything else for your approval process, contact us.

We'll send reminder emails as the expiry date approaches. If the 45 days pass without a signed agreement, editing and creating new documents becomes limited until you sign — but your published pages stay live throughout. Once your council approves the budget, upgrading is instant — no data loss.
