Adding a staff member

How to add a deputy clerk or other staff member, and how staff accounts differ from councillor accounts.

Procedure Clerk ★ Priority

When to use this

Add a staff member when someone other than you needs to work on the council's meetings, agendas and minutes - for example a deputy clerk, an assistant, or a locum covering your absence. Staff accounts are for the people who run CouncilPapers, which makes them different from councillor accounts, who use the Councillor App to read papers.

Only a Council Admin can add, edit or remove staff.

Steps

  1. Go to People > Staff in the left-hand menu.

  2. Click Add Staff Member.

  3. Fill in the form:

    • Email - the address they will sign in with. It must be unique.
    • Forename and Surname.
    • Permission level - see below.
    • Start date - defaults to today.
  4. Click Submit. The staff member is created and made active immediately.

  5. On their profile, click Set Staff Password to give them a password, then pass it to them securely. (Staff are not sent a welcome email the way councillors are - you set the password for them.)

Permission levels

You choose one of two levels for each staff member:

  • Council Admin - full access, including managing people, council settings, billing and the council's website integration.
  • Council Staff - day-to-day running of meetings, agendas, minutes and papers, but not the admin-only areas above.

You can change someone's level later from Edit Staff Member. You cannot remove your own Council Admin permission - this prevents a council from accidentally locking itself out of the admin-only areas.

How staff accounts differ from councillors

  • Staff do not appear on the public portal, and have no photo, ward, party or published public information.
  • Staff do not receive agenda or minute publication notifications by default.
  • Staff sign in to CouncilAdmin to do the work; councillors sign in to the Councillor App to view it.

Adding a councillor is a separate process - see Adding a councillor.

Removing a staff member

When someone leaves, open their profile and click Retire - this works just like retiring a councillor and deactivates their login immediately. Former staff remain listed under People > Staff so the record stays complete.

Built by a councillor, for council clerks

Save hours of paperwork per meeting

Write agendas and minutes once and publish them straight to your council's website. Councillors get them in the Councillor App. No re-typing, no uploading files one by one. See the features

Records you can stand behind

Agendas and minutes are version-tracked and searchable, with public and confidential versions kept apart. That helps you stay audit-ready, though the council remains responsible for its own compliance. Overview for clerks

Open, accessible council papers

Every agenda and set of minutes has an on-screen version designed to meet WCAG 2.2 AA — the standard the Public Sector Bodies Accessibility Regulations 2018 require. Your council's data is stored in the UK. Accessibility statement
